Light’s character is complicated, but he’s an egomaniacal psychopath motivated more by a desire to be God than to make the world a better place, as he says that line a lot before doing his evil laugh. L argues that if the police stop revealing criminal names he’ll just kill innocent people and while we don’t know that for certain, L is usually right about Kira’s behavior. He also clearly enjoys playing games and winning more than anything and his key weakness is an inability to handle getting called out on playing God. Light’s actions may potentially have a net positive effect but he isn’t a acting out of genuine moral righteousness
