Shanks knew the truth about the fruit. However, he didn't expect that Luffy would be the one to eat it. He cares about that village which is why he sacrificed his arm to protect Luffy and why he put a baby in Makino. He lied about it being a rubber fruit to protect Luffy since he knows that Luffy is a very straightfoward kid who would say something as retarded as "I'M A NIKA MAN," and make himself a target of the WG. So believe that Shanks' reaction to Luffy eating the fruit is genuine, and the bullshit about it being a rubber fruit was a lie made up on the spot.
With that said, any talk about Luffy being a chosen one is headcanon. The fruit is special, but anyone could eat it. And while he's the grandson of Garp and son of Dragon, his choice to become a pirate had resulted him in being incapable of taking advantage of his lineage. The first time we see Luffy in has him making a very exagerrated expression so he was always a funny kid, so the goofy aspect of Luffy's personality may not be the result of the fruit.
And while the fruit itself is hax, Luffy wouldn't have made it as far as he did if it weren't for the fact that he's a good captain who understands that he's responsible for the lives of his crew as evident by Water 7 and Sabaody. He would give up and accept death if it meant that his crew could live to see another day. The fact that Luffy cares more about his crew than the One Piece implies that he isn't tethered to destiny like some Anons would believe.
This was obviously the case given that Luffy's end goal is to return the hat to Shanks. I've been saying this for years, but the BBtards refused to listen. We know more about BB than we do about Shanks, and usually it's the characters that are the least mysterious that are the first to go.
