Vegeta went from a straight villain to a jerk with a personal vendetta to having said vendetta taken by somebody else and having literally nothing to do with his life other than trying to one-up that guy but somehow he lost and found himself lost and even in super he's still trying to catch up to the guy but somewhere in the road he started giving a fuck about his family.
Gohan was a children forced to fight but as soon as he got a choice he decided he didn't like it and therefore became a second-tier fighter by his own decision (he would be even below the likes of Krillin had it not ben due to his bloodline).
In a vacuum Gohan's decision of not having to live up to the expectations of his father is as respectable as Vegeta's decision of balancing his own fighting desires with being a family man, but for DB Gohan is just a fag who could've become the strongest in the universe if he had so desired it but he just decided not to.

Gohan should have taken over past Cell. It was so greatly set up with Gokus retirement, him being tired of causing threats to the world and all the effort protecting it for decades now. It was even extraordinally well thought out by Goku that he wont be around forever and that the next generation eventually needs to be preparwd and take over. It was the chance for this with the perfect set up. but then Boo came and Goku returned making all the previous set up useless
