I'm not much of a fan of this arc after reading it in the storytime, in every single fight the Urameshi team is handicapped in someway and that makes every team besides Toguro's seem pathetic after the same plot device to increase stakes is used so many times, the redeemed monsters felt a bit forced (also why must all of them look like humans?) and a bunch of fights weren't good.
All in all, this arc still has the highests highs in the whole series.

I don't know what you mean by this. They have different handicaps in each round.

Honestly 22nd World Tournament is still pretty fun. I know the stakes aren't all that high but there's a lotta good fights, interesting powers and a really good finale.

user, except for the very last part of the last fight, that whole Chapter Black arc was pure KINO. One of Togashi's finest works.

Different handicaps doesn't change my complaint, pretty much anything besides Toguro and his team were a non threat and might as well have been filler, it's like Togashi felt like the heroes would look lame if they struggled with anyone besides team toguro so he made those dumb handicaps that barely work considering that each member of team Urameshi either could or did beat multiple opponents at once anyway.

Honestly, the 21st WMA Tourney is probably my favorite in Dragonball. Much like most of early DB, it was charming, the characters were all fun and it was a good showcase of both how far Goku & Krillin had grown and how much more they needed to grow. Goku was pretty OP in the series back then so seeing him lose was pretty shocking when I first saw it as a kid. And Jackie Chun was pretty funny too.

The 21st was really close honestly. The fight with Nam was pretty great,as was Krillin vs. Roshi. And the finale kick between Roshi and Goku was great. I just think the 22nd had better fights and the Turtle vs. Crane gimmick puts it over the top. It was nice to see Goku and Krillin fight martial artists with similar skills to theirs (plus other cool things they can't do like fly)
