His hat being gooey is perfectly explainable by him Awakening his fruit. Katakuri made the environment gooey with his Awakened fruit, and he has the same type of Paramecia as Luffy. Luffy should be able to do the same once Awakened.
IF the Gorosei were talking about the Gomu Gomu, then it's probably just because the Gomu Gomu had some special lore like it being the fruit of Joyboy. But in terms of its abilities, it's still the same rubber fruit Luffy has always had
