Because there's a big difference in living in Academy City as a normal dude or as the luck black hole that is Touma.

Ff2 style leveling, shitty menus, skills that are unique to 1 person would destroy balance and you'd have huge account selling problems based off this, speaking of game balance it'd be way too easy all you gotta do is grind boars so your HP regen outscales all damage and then you can gank lowbies endlessly. Probably more but I don't feel like thinking of anymore
