Why are their bounties so low?

That doesn't add up. Their leader is the most wanted man in the world and their one goal is the direct opposition of WG, unlike the Yonkou whose goal is One Piece. WG should have higher bounties out for high ranking revolutionaries considering the intel they possess

For the most wanted man in the world they sure seem to be putting zero effort into finding him. His “most wanted” title is propaganda he spreads about himself to seem more influential than he actually is

True, but is that reflected in his bounty? I believe his title is actually "World's Worst Criminal", so maybe the WG propaganda paints him as a pernicious and cruel man with ulterior motives, but not someone that is a immediate danger to citizens the way the emperors and other pirates are (raiding towns and running protection rackets); we don't have much information at the moment, but I dout his bounty is in the same tier as Big Mom and Kaidou considering his right-hand man sits at a modest 600 mill

What still bothers me is why Robin's bounty is so low even though she is one of the most dangerous people to the WG. Her bounty should have been way higher than Luffy until Whole Cake Island.

Robin is actually the proof WG can't just assign huge bounty without reason. Even for her first bounty they had to pretend she was the one who sunk the 5 warships. That's why I doubt Dragon has higher bounty than emperors who literally rule part of the world

If they do that they're denouncing she knows something she shouldn't; for a person to have high bounty they either need to be strong outlaws, directly harm civilians or oppose WG-aligned nations (preferably all three); if they can't point to a crime and say "Nico Robin did this, that's why she's worth 500 million", they'll just be showing their hand; that's why they falsified the story about her sinking warships and instead of relying on bounty hunters sent the glowies at CP9 and 0 after her

The WG doesn't have to give public reasons for why somebody gets a bounty. Luffy got an increased bounty after he beat Crocodile even though that was never made public.

Realistically all the bounty system does is encourage pirates to commit more crime to get a bigger bounty for the status of it. And anyone with a bounty above 500m will either need an admiral or a small army to take down thus making them have a public bounty pretty pointless. It’s just a fun way to hype characters up, I love it as a system - strawhat new bounty scenes are always great - but trying to make sense of it isn’t going to get you very far

I know there is some relation but it really isn’t that clear cut. They’re revolutionaries but clearly they’re nowhere near close to the true revolution that is finding the one piece.

Not to mention that bounty posters don't give any useful information to bounty hunters like what the criminals' powers and abilities are, they're allied with, or where they operate.

Luffy's fruit is the Pyrobloin logia fruit. He can literally turn into the sea and sea stone, it's how he stretches and what happens to him in the recent chapter. It's why he was immune to Enel's electricity, he was not immune to the electricity but the power of the logia devil fruit itself when it tried to enter his sea stone body.

It would be good to see bounty hunters in the mix. Even just an aside that they tend to just grab bounties that have been weakened or downed during battles.
