Super interestin character arc.
In universe for the characters he may not have the "best" development, but as a character his development is great.
Who would have known or predicted that such an apparent side character would get SUCH a role.
He is introduced as pretty much just some rando who's main role is to allow for the conflict who to revive by bringing Erwin over the wall, and that seems to be it. A background character, easily forgotten. That he would THEN make SUCH an impact, rising to the head of the island nationalists and becoming the de facto antagonist for the whole part of the arc is amazing.
Every good story needs an antagonist, and he plays that role perfectly. Even when he was created he was originally not planned to fulfiill such a big role at that time.
He is just a good charaxter - not a "good" cahracter, but a good character.
