I don't feel like Usagi ever actually gets better as the series goes on, she's basically a useless crybaby from start to finish. But so many other, much more worse characters get involved, and she basically has her entire teenage years ripped from her so it's hard to not feel a little bit bad for her. But Usagi is SUCH a bad person, that she sends her daughter into the past and burdens her past self with raising her own child, so she apparently never gets better at all.
Ami's the only girl who isn't immediately smitten with cocklust for most of the show, and she actually has (or had) goals and motivations outside of just being a permanent usagi bodyguard, and as far as I'm aware she never actively ruins shit like usagi did on multiple occasions, so by default I'd say she's better.
minako is the worst girl though holy shit it's not even close, there are villains that are better than she is

She's literally the reason everyone died at the North Pole. It was her who fell for an obvious trap and got herself killed, which then spiralled out into everyone else having to sacrifice themselves for Usagi.
She's also completely ineffective at every single fight, and she's the only senshi who ever seriously considered throwing her duty away completely and going to another country altogether just for her own selfish desires (which were, you guessed it, studying more).
