Whitebeard's main crew has 1600 men.
He also had 43 allies and their ships are smaller. Hence Whitebeard probably brought a good 20000 men or so at best.
500 is considered a large pirate crew
From a story telling perspective it's just more interesting to say that the huge war we're reading right now could go either way, but if you look at the result the marines where pretty dominant. Akainu was the only admiral who took real damage, the other two didn't even exert themselves. Same goes for the strongest Warlords like Mihawk, Doflamingo, Boa and Kuma.
It also wasn't just one emperor crew but also the whole allied fleet, plus the Impel Down escapees who where one of the biggest assets in achieving the actual goal with Luffy, Jinbe, Crocodile, Ivankov etc.

Also. The impel down prisoners consisted of 200 men. It wasn't a large force at all.
And those allied crews are his subordinates. There's a reason why Kaido has 20k-30k men. Its just the way Whitebeard's crew is structured

Plus they were defending which is easier than attacking. On neutral ground they get smacked. The WG shits their pants at the thought of them joining forces for a reason
