Shanks, the secret sixth Gorosei (making their true name the Rokurosei), who had been living among pirates under Imu's orders, in order to learn how to control them, stole the Devil Fruit himself before another pirate would because he realized the security of the ship carrying it was not up to par. When Luffy ate it by accident, Shanks contacted his colleagues and imposed his Undeniable Law (a law that each member of the Rokurosei can impose at will, which will affect the entire world and cannot be vetoed by the other members, only by Imu. Only one Undeniable Law can be ordered per member, and to order a new one, the past one must be retracted), making Luffy's death illegal. This means that the WG's higher powers would have to monitor Luffy from the shadows and prevent his death at any cost. This was done to make sure Joyboy's fruit would not be lost to some chump that could not be accurately monitored, and because Shanks hoped he could find a use for Luffy in the future.
Since Luffy is becoming too powerful as he unlocks more and more abilities of Joyboy, Shanks chose to retract the law and have Luffy dealt with before Imu thinks enough is enough and has to intervene directly, which will bring a level of destruction unseen since the Void Century. However, little did he know, this shameless backstab on the one who admires him the most, would be the final push for his awakening........
