Hard work doesn't control shit, which was the point of Lee in part 1 and partly Sasuke getting his ass handed to him effortlessly when Itachi returned.
Naruto was outed a couple of times in the story that he wasn't really a hard or smart worker (He still had no idea how chakra really worked until he met Jiraiya), but he still sought to improve himself by not quitting and seeking strong mentors.
Don't know why people think Naruto was about hard work when in all of part 1 Naruto had to be carried by the Kurama multiple times and Lee was shat on by someone who was the exact opposite of hard work.
