A few years ago, I remember a thread where people deduced that this was the topic of a certain answerman article on mal where he talked about an anime that was supposed to be dubbed but was a total nightmare and just ended up falling through because of how poorly things were managed. He wouldn't say the name, probably nda type situation or just don't want to drag names through the mud. But I guess he gave enough clues that some people could narrow it down.

Shame, Kodocha is a rare case where I really wish it were dubbed. It seems like a great anime to put on as background noise, because it sure as hell isn't going to hold my attention for 100 episodes otherwise.

It was dubbed. They didn't do the whole anime adaptation but there was an English dub for it. Think they only got up to season 2.
