You're forgetting a big one: Network television used to have a requirement that they had to show a certain amount of "educational" television a week. The definition of "educational" was loose as fuck, so pretty much any cartoon where the main character learns a lesson in every episode counted. Saturday morning cartoon blocks were the easiest way to meet that requirement. They loosened the requirements around 2000-ish, so most channels no longer needed it.
