I'm not a fan of how they removed virtually all of the fan service from the Akebi anime. I think one of the things that sets the manga apart from others in its genre is how tasteful the fan service is. It's not purely a treat for the eyes; it's also used to great effect in characterizing the girls. Some of this is retained, like Akebi's upskirt in front of the class, which is a great demonstration of her naivety and her willingness to put herself out there for the sake of entertaining others. The scene where she runs barefoot in gym class was also left in, and while that's only fan service for the footfags, it does a great job of giving you a better idea of what kind of girl Akebi is. Tanigawa's chapter was left intact, and there are small bits here and there, like Akebi showing not an ounce of embarrassment about getting undressed in front of Erika. But largely the fan service has been cut.

I think the author wants people to appreciate the beauty of feminine youth. If you ever look through his twitter account it's almost entirely Akebi and non-Akebi related drawings of girls doing mundane things – girls struggling to confess, or girls doing their make up, or crying over their phones, or enjoying tea with their friends or getting caught in the rain, and lots of elegantly executed examples of cute girls in all sorts of different stylish outfits. Most of these are just things that you'd see or experience in your everyday life. If you saw two women sitting in a cafe conversing with one another while looking at their phones I doubt you'd even stop to think about it, unless you're the type of person who revels in that sort of everyday scene, like Hiro. Girls in bikinis, or their butts or chests being shown in precarious ways, aren't just cheap sexual exploitation in the Akebi manga. They tell us something about the characters. When Shijou grabs her tummy and puts on an awkward cheer, we know that she's embarrassed that her body isn't as fit as Akebi's. When Tanigawa suddenly awakens to the pleasures of taking photos of herself, she's not just discovering a sensual side to herself that she never knew she had, she's also discovering a love of photography. This line of logic can be extended to all the other examples of fan service in the manga, but Akebi herself takes the biggest hit by having her so much of her content cut. The fan service really drives home how much of a sweet, innocent girl she is; how she was raised, how she went to school alone and how she has always yearned for the companionship she has recently acquired at Roubai.
I've seen people criticize Akebi as being too “saccharine,” which I think is not an inappropriate way of describing the series, but I'd say that the negative connotations of that word can be mostly pinned on the anime. The fan service and its use as a tool of characterization inject a more down to earth appeal to the manga, which is severely lacking in the adaption. Even if you were to completely disregard its use as a narrative tool, Hiro's raw appreciation of the female body is something to be admired. The attention to detail in how he subtly (and sometimes not so subtly) displays it is something to be applauded. The risque elements didn't just somehow accidentally end up in the manga. Their inclusion was deliberate, and choosing to remove those elements doesn't sit right with me.
What I'm trying to get at is: the manga is an idealized depiction of girls in their youth, and by removing so many aspects of fan service, the anime undermines the tone and the themes of the manga. The fan service in Akebi doesn't exist solely to sell. Girls are beautiful, sometimes they're pure or naive, sometimes they awaken to their own sexual desires through unexpected ways, sometimes they just like to show off. The anime is good but by deviating from the source material as much as it has, it has effectively

Bits and pieces of the fan service have made it into the anime, but yes, most of it was removed, and some scenes were altered to show less. It's still a good watch, but it pales in comparison to the manga. If you're interested then I'd go give it a read. It's a very good manga.
