The mouth position on the left makes more sense than the one you drew. It only looks "low" because they drew the bridge of the nose in a strange position, so the gap between the nose and mouth is unnaturally large.

1, thats not 90s, and 2, As dumb as that nose and mouth is, on that and the AIR anime, even early 2000s it still had style and atmosphere, and amazing music, now we just have shit copypaste no-nose faces with over-curved edged smiles and fucking shit horrible music made with sparkly music box sounds and trumpets.
