When Shion and the others died, he started the ascension ritual to become a Demon Lord and killed 10'000 people for a chance that it would bring them all back to life. He did this because of a rumor he was told that ascending to a Demon Lord could possibly bring the dead back to life.

His mental state is shaky at best.

to be fair wiping out an entire army of 10,000 in about ten minutes with zero further fatalities on your side is just sound tactics and would have happened anyway as a show of force to deter further attacks

He killed 20,000 people. about half with Megiddo and the other half with Merciless.
He did kind of have to kill them anyways, demon lord ascension or not, but the fact that he isn't even bothered by it for more than a minute is pretty terrifying.

As the series progresses he seems more and more unstable. I've only make it through LN 13 but by then his tendency to just "eh, whatever, I'm sure it will be fine" in the face of immense threats starts to feel like he's actually stuck in a permanent panic and is just masking it.

They even shit on Genghis Khan. People always emphasize on rape, murder and pillage while forgetting that he actually spared kingdoms that immediately surrender.

But I know a few people who are absolutely insane but still very kind and good people.
And then there are people who are very bad, like dictators or whatever, that are perfectly mentally stable. So, there might be a relation, but you can easily be bad without being unstable, or unstable without being bad.

From the LNs I've read he seems quite stable, he only really got extremely angry and risked losing it like twice and it was under extreme circumstances where his reaction was entirely expected. Even in those instances he actually still acted rationally and the plans he came up with/orders he gave resulted in him accomplishing his goals. Other than that there's nothing he does that could even be considered an indication of him being mentally unstable at all.
