It's underdeveloped past part 1, and Naruto's relationship with Sasuke had all the intimacy while Sakura was his punching bag until Naruto knocked sense into him. It's a poor ship, but all ships in Naruto are poor ships to some degree (not counting the last)
Even then, however, I feel the majority of the reason it's hated is that the SS fanbase is the most obnoxious part of the Naruto fanbase. Taking any form of content and tying it back to such a miniscule part of the story no matter how much they have to reach and disturb others.
SS is inoffensive in concept but the fans are so hateable that the concept gets hatred too for spawning them.
