No. It costs more but saves time.
It takes less time and costs less money internally for the gfx company. The increase in budget over time is due to CGI companies keeping prices competitive, but it is certainly cheaper for the gfx company to produce.
It used a lot of pretty new tech for anime including significant 3-D CG, often to a quality level above that of modern works.
I could see it being pretty damn pricey for an anime production committee in the early 2000s

as with a lot of big budget productions. I've seen a lot of garbage films that apparently had budgets of up to $200 million dollars and the entire thing looks like hot garbage
S.A.C. did CG better than its contemporaries and most other anime of the same decade.
That's probably true, but it didn't look better than analog Inuyasha.
