i think 80s is pushing it, but I do think the 90s was probably the best era. While they may have "more frames" nowadays (usually just CGI like particle effects or interpolated 3D models), I think they had very unique camera angles and body movements back then that were probably endemic to having to draw everything by hand. I'm talking even just TV anime, not OVAs or movies.
