It pretty much already was anime? There's a huge overlap between childrens/YA lit and anime. I remember everyone around me in the 2000s saying it was so "original," but half anime/manga I was reading were about magical/supernatural kids going to middle/high school. There were other book series about magical schools or young magicians as well, Harry Potter just did the best and most British job of them.
Should've done Fantastic Beasts as a tv series (animated or live) though. The writing's cartoony enough to be an anime and the audience would be more likely to binge 5 seasons of a mediocre tv series than 5 mediocre films. At least with a tv writer's room you're more likely to get a couple good episodes per season rather than a full movie of shit.

Not every story needs a "hard" set of rules. HP crumbles down the moment you start to apply scrutiny to its world, but that's not really what you should be doing. You should just enjoy the kids going to school, getting in exotic situations, solving mysteries (HP4 is a great example of this) and the slice of life parts, which are actually pretty solid.
Of course that also means the more serious parts of the story (5-6-7) are a lot weaker, but "shit" is a little too harsh for HP I'd say.

The logic of magic needs to stop at the execution, otherwise it doesn't feel like magic. Systems actively take away the feeling of magic in a narrative. If you want demonology or alchemy, do that instead, but know that nobody gives a shit.
