Power level means Power, how hard you can punch, that's it,
Power has nothing to do with how strong your body is, your defenses. Goku can destroy planets, galaxies yeah, but he jobs to a single laser beam to the chest.
Saitama can OHKO everything with a single punch supposedly, but his defenses are around goku's level too cause he's a humanoid too. So it depends on who can punch who first. Just by UI alone, Goku would win easily.
Saitama lacks that kind of thing + he's lazy and low energy all the time

like the superman debate depends on which point of goku's life and continuity
