Frank Herbert argues that it is not that power corrupts, but that power attracts the corruptible. I mostly agree. If you're not looking to hurt/control/manipulate others, what do you need a bunch of power for? Thus, if you train a large population in the use of some martial power, most are just going to view it as a waste of time, and the ones who get really into it were probably rotten to start with. I've personally never met someone who habitually abused their authority who wasn't a piece of crap before they had it.

Whether it's a good idea or not depends on what exactly our ultimate goals are. If we want to solidify our rule over peasants we want to do things differently from if our goal was to maximize the overall happiness of the populace.
