They beefed him up in Alola despite Ash being there only for vacation. He went through the story plot and caught an Ultra Beast (pic related) to be OP.
And now since he's a regional champion he doesn't really lose often anymore, except against other OP opponents (mostly Gym Leaders or Champion from Gen 8 to hype them up)
