Because you only read shitty villainess stories. The reason why people like them because they has a sense agency in their story. They are the one who make the plot move forward or manipulate the plot to their benefit. They also has that Ojou-sama charm

because theyre the ones being beaten. Theyre the ones being chased. theyre the ones being reviled. Theyre the ones being hated.
The wish fulfillment story of the male is to escape his weakness by going to a world where he can be special and have lots of power. For otome ge scenarios, the same situation takes place from the perspective of social bonds and ties. The girl in that picture for example could easily have just killed all of the losers who set her up, she has the power. she already "won", but that's not enough for her. She wants to have the social power to turn things into her favor. this is the drama that appeals to girls and female brained males in the otome genre. Otome survival is the only otome isekai I've ever read that feels entirely male brained.

the villainess part is so they can live in unironic opulence
the isekai part is so they can still look relatable despite said opulence

Secondly, it's not about them being evil per se, but more about them being in a position of power and authority from the start, which is so liked because most mainstream fiction, while it often has the MC become "someone special", usually starts with the MC being some "nobody" or a "country bumpkin" or whatever, basically someone who is either ostracized or is otherwise "your average joe".
Otome Villainess stories simply go against that trend. While one could argue that it shouldn't count because the MC in Otome Villainess stories usually was a random pleb or OL from nipland, it doesn't change the fact that the MC was infact (re)born as a duke's daughter or such and that point is what people focus on because it is what people like about it.
