The blobby face thing has always been part of anime. Osamu Tezuka loved Disney, and during WW2 watching Disney cartoons was his escape from the war. He applied a Japanese sensibility to his own Disney-influenced animation style, which is basically how anime was invented.

Anime slowly morphed into the modern moe-blob style throughout decades. I guess in the 60s it was style exclusive to girl mangas, but it later was marketed towards boys due to rise of Otaku culture in the late 70s early 80s

For example Attack no 1 was made exclusively for girls. But boys (and men) were also watching it because they liked the girls in it. Anime studios noticed it. So in the 80s new volleyball anime Attacker You was made with both girls and pervy otakus in mind. So this moe style is not as recent as you might think

Watch Vinland Saga. It was made way after 2000 and it has girls with normal noses in it
