It's old and have never been popular? Most anime fans don't watch that much anime to come across it at some point because they've ran out of stuff to watch. And people only watch something they learned about one way or another, it's unlikely to happen in case of Patlabor. I bet most people here only have seen it because they saw the webm (you know which one) in a "cel vs digital" thread.

Ghost in the Shell was and remains renowned, Paprika is the case of "apparently cartoons can be not only musical for children but also violent and philosophical and have cool action", the same as GitS, only on a smaller scale. While Ghibli is "it's like Disney but weird and the art is gorgeous". Besides, all the above are entry level movies, even though they're nowhere near as popular as SnK or Naruto.
