They're technically the same thing, but generally kemono tries to emphasize the cuteness of the character over the animal features, and furry tries to emphasize the animal features over everything else.
Again, this is a generalization. Not absolute. There's plenty of kemono with pronounced snouts and the like, and there's also plenty of more cutesy western furries.
