Shanks is a cp0 agent since his childhood, he had a mission to spy on Roger, but being impressed by Roger's ideals and deeds he secretly switched sides and started to provide intel to Roger about the WG. The Gorosei still think he's working for them, and he's waiting for the proper moment to betray them.
