This farewell in Bleach always felt strange to me

Rukia and Ichigo are saying farewell forever here. But they've already built up quite a strong relationship (leaving aside whether it's platonic or romantic). So it feels natural that they would want to hang out together every once in a while even after Ichigo lost his Soul Reaper powers. And yet it's implied that they can't.
But Gigai is such a big concept. Why can't Rukia just visit Karakura town every once in a while as a Gigai? Is there some Soul Society law that says you're just not allowed? Look at Kon, he gets to basically chill in Karakura.

You're making a lot of assumptions here, user. They don't have the benefit of being the audience, with the sheer-rationalization possible in hindsight, to think through the feelings they are having in the moment. When you're young (like Ichigo literally is and Rukia's maturity level points her out to be), just having a friend move to a different town a few miles away can feel like losing them forever. As you get old, you realize that even small distances can create inseparable barriers of time and responsibility.
You could even be discounting this because of the history involved. Before social media, it was totally normal that you'd have a handful of close friends, your family, and that was it for your entire life. You didn't have the time or resources to stay connected to anyone else. Before the internet, it was totally normal to lose a connection to person, permanently, just because they moved 15 miles away. Until social media really exploded and made it so damn easy to stay involved with each other, you still understood that the relationship you might have had since childhood was effectively over, sometimes just because you moved to the opposite side of a large metropolitan area.

This scene is a lot more poignant and realistic than you realize.
