Cell is the personification of what Roshi feared his students plus Tenshinhan and Chaozu would become had they not been humbled in the 天下てんか一いち武ぶ道どう会かい, Tenka'ichi Budōkai; lit. "The Number One Under Heaven Martial Arts Gathering". Goku always lost in the tournaments which gave him the drive to improve himself even more, Yamcha and Krillin had Goku as their ultimate goal. Tenshinhan and chaozu were trained to become assasinas and fought dirty even after Yamcha was knocked out Tenshinhan broke his leg possibly Killing his career as a fighter at the time. Roshi was able to get through him and change his mind because someone like Shen was wasting his talents, after the 22nd Budokai his eyes were opened by seeing the flaws of his teachings and later conceded that Goku was the overall superior fighter in the finals and that he wanted a rematch. Cell was never humbled like the others and didn't have a teacher/Role model like Roshi who could set him straight, his fight against SS2 Gohan proves that he fights for the thrill of it rather than seeing it as a sport. Thus, he lacks any honor. It's interesting to note that around the Cell games someone like Mr Satan arrived a Person like Cell that also doesn't fight for the sport but rather uses fighting as a tool to make himself more famous. Later Tenkaichi Budokai's doesn't feature real martial artist anymore the old announcer comments on it when he sees Goku and the others again the one place where Super Humans used to compete every 3 years is now a place of entertainment to please people worldwide. Cell was an end of an Era of real martial artists the ones we used to see a long time ago even Goku the boy who saved everyone from Daimao is forgotten by the public. regulars like the humans and Piccolo are also not remembered anymore Videl had to search for Goku's name to know who he even was because names like that aren't common knowledge amongst current martial artists anymore.

A fighter being stronger than Cell in his Perfect form is something he can't fathom nor comprehend because that means his chase to Perfection was a lie and meaningless in the long run. Cell lives in the present not future. in his eyes there is nothing more to gain in power contrast this to Goku and the others who know they will never truly be Number one and know there will be a new challenge for them in the future or some big enemy will attack them, which is why some of them train/prepare for that day unlike Cell who truly believes that he is the pinnacle of everything, and believes wholeheartedly what Gero and his computer said to him about him being the perfect lifeform and promising him unrivaled Power. SS2 Gohan was that reminder that a powerful warrior surpassing your previous enemies could appear at any given moment something Cell doesn't believe in, This is why I like that he is dead forever because I highly doubt he could ever live with the fact that his "Perfect" form was nothing more of a power boost that could be surpassed as we see with Gohan much like the Super Saiyan form which was thought to be a legend for hundreds of years and was later left behind by the saiyans so they could reach new heights of power instead of stagnating like Cell. Roshi trained Goku and Krillin to use their martial arts to help the people in need when a new threat arrives and give them hope. Cell actively wants to spread dispair and fear to everyone with his marital arts he even made the Tenkaichi Budokai (Cell games) into a death battle arena rather than a place of testing your strength against the worlds best.

One of the integral ideas and themes is going beyond your limits. Yes this basic basic idea. Cell is a creature who desires perfection, but never stops wanting it because of his infinite greed for being more perfect than anyone. In a way this is similar to the protagonists, who also desire power: both vegeta and goku desired to surpass their previous limits to become ascended past a regular super saiyan. Cell is a perfect foil for Goku and his ideology of self-improvement and how even a wholesome quality can be destructive. But they are not the one who defeat Cell: it is, as everybody knows now, Gohan. A fighter who didn’t desire perfection, and didn’t desire improvement. He was content with his small life and studying on to find his catharsis. It is made abundantly clear therefore that only he understands the importance of a content life and happiness of living on earth. The fight against Cell, was therefore a defeat for Cell on a psychological level: Gohan went past his limit because he desired not perfection, but stability. If Cell was defeated by Goku, then it would prove Cell’s point that going beyond your limit is the only reason in life. It is Gohan, who is content, and could appreciate the small things in life, that defeated Cell. He didn’t challenge himself.
Cell only barely makes sense if the story never left earth. His required power was based on the fight between goku and vegeta, they assumed he had to be as strong as goku and vegeta was during that fight but his weakest form wouldve killed both of them based on their powers in that fight. His whole story is retarded and stupid. Frieza was an intergalactic villain that ran an empire and had logical aspirations to seek immortality.
Jiren wasn’t inherently evil though. He may have been an antagonist but he certainly didn’t.. wait a second. Didn’t Jiren try to kill the U7 people in the stands? Is Jiren evil? He’s far more tame than a saiyan arc vegeta.
