Except Muzan took these roles as disguises and was pretty thorough in either murdering slayers who found him or just being very hard to find, likely both, so that the Pillars were surprised when they heard from Oyakata that Tanjiro did, since supposedly none ever met him and lived until then. He constantly sent his demons to hunt for the magical flower while he was more concerned with the information/research, so him being hidden is in the territory.
