Honestly if Muzan were smart he'd have left Japan a while ago and started building an army of demons all across mainland Eurasia and Africa. I don't think the demon slayers operate anywhere besides Japan so there'd be no one to stop him and his demon army from feeding on the huge population of humans across those continents, and coming back to Japan later to wipe the entire corp out.

I doubt those assholes would ever work for the country of Japan, but WW2 definitely would not have proceeded the way it did if demons were running amok. The biggest problem immediately comes with the fact that a night raid without access to nichirin weaponry or something that could assuredly sever their heads wouldn't end with an exchange of bullets. The odds are extremely high that an entire battalion might die if a dozen demons (or god forbid an Upper/Lower Moon) just start killing indiscriminately for the full length of the night and then retreat into the shadows. If, for whatever reason, Muzan allied with the Imperial Japanese Government, most of the world would be fucked simply by merit of not having a sufficient answer to demons in the area.
