Not really, the technology is already there, but the way anime production works no one has budget to make a whole season with actually good looking 3D, and when you use 2D it's easier to get away with QUALITY. Could work for movies tho.
I don't think the audience is excited for anime transitioning to 3D either.

3D anime can be good. It just usually isn't. Manga style expression is rooted in 2D and is difficult to emulate with 3DCG.

the implication here is twofold: for one, yes, 3D tools are getting better and faster and easier to use, by the minute. Not even starting with state-of-the-art style transfer networks and other AI fuckery, and for two, the audience. top lel.
