tl;dr people say he didn't want to be a hero to save people, but to be popular and powerful

a lot of the problem people have with Deku's start at episode 1 and then just grow from that root
the general argument is
>Deku wanted to be a hero
>Did literally NOTHING to improve himself physically or mentally to have a better chance of achieving that goal
>ONLY started trying when the literal number 1 hero told him to and promised him the ultimate most powerful quirk of that world if he did
they say that because he only tried when promised great power that it reduces the strength of his character
another argument people make is
>he says he wants to help people
>never even considers becoming a police officer, or a fireman or a doctor
>all of which would have been attainable by someone quirkless and would have let him live his dream of saving people

not only that, but there's also the fact that no one is convinced that he was the best person possible to inherit All Might's quirk, which makes him basically a poor man's Captain America.

Japanese in general are a very collectivist society that doesn't really believe in the concept of self made man, of going against society with your own strength. No wonder most shonen MCs are ''THE CHOSEN ONE''. The average japanese would not be able to self-insert into the power fantasy without the position of power being being handled for free. The is especially highlighted when Lemillion is introduced, who is an objectively better person and choice for one for all. AllMight was simply tricked into believing Deku was a great person by first impressions.
In the beginning and early in the school entrance arcs he is comew off as giving his all, pushing further not wanting to give up ect, but later reflecting back on alot of his actions and his repeated habits they come off as showy and simply trying to outdo everyone else so he can be praised for winning and being the hero rather than for the sake of helping others. Everyone else grows and evolves all Deku learns is not to punch things and then deus exmachina more powers to make up for fucking up his body by not using his powers correctly.

The point of that arc was that he wasn't
