Man, Super is like 3 or 4 times the size of GT accounting for movies and manga arcs, yet it feels like filler in a way GT never did. That one could be considered bad or boring for some, but it certainly was advancing the story in the overall Dragon Ball universe. With Super you can just skip entire parts and not miss anything of relevance. Even the ToP itself is skippable, for the Broly movie they perfectly summarized it with

and that's it. ToP isn't required at all for following the Moro arc, in which Goku properly trains to unlock Ultra Instinct. Jiren and the other universes don't show up for anything, no events there affect the story.
Black saga? Can be completely skipped as there's no new transformations nor characters or any big changes happening from it besides having two Zenos now but a casual viewer might not even find it odd, since he has 2 twin guards. They'd go

Now try to skip the goddamn Androids / Cell arc when watching Z, or skipping Baby arc in GT, when watching for the first time and you'll be lost as shit because it's all relevant for the next one.
ToP filler, Black filler.... even Resurrection of F, when it first came out, was rightly considered filler because it just randomly revives Frieza and kills him by the end of it undoing all damage he caused, 90s Toei movie tier.
Frieza should have remained alive by the end of that movie, actually him reviving is the only thing that sticks from the ToP (but I would just assume it somehow happened offscreen and skip it. The Broly movie does a good thing summarizing things for people "Frieza is somehow alive now", no need to go through 60 episodes of ATATATATATTA for that)
That's right... in the context of DBS, Broly might be the only thing since Battle of Gods which isn't filler. And I'll extend that to RoF because at least it reintroduces Frieza as a character and the Blue / Golden transformations.
