They aimed for a full adaptation. And thankfully WA2 adaptation didn't go for the same approach as WA (as in adapting all routes as if it's a single timeline).
And really I think you can't adapt WA2 properly unless you show stuff from CC side routes and stuff from every Coda ending. Just going for, say, CC Setsuna -> Coda Kazusa True\Setsuna True won't do justice to the story.
