I always assumed that by the end of the series Fat Buu was basically just the Grand Kaioshin, with his body turned into a buu-like substance due to his long exposure to the demon

And the Moro arc put it in a sense that Good Buu sort of "is" the Grand Supreme Kai, or at least has his memories.
