Deku doesn't want to be a hero in itself. He wants the spotlight that comes with being one.

The most reasonable answer is that it was his dream but he didn't have the courage to act up on it.

see at the time, he didn't believe he might have a chance, he just didn't want to give up on his dream. he'd been convinced by not just childhood bullying, but society in general, even his mom's attitude about his quirklessness that he was useless. he signed up for the exam because he didn't want to give up, but it was an empty gesture, he'd set himself up for failure because he knew that's all he could achieve. it's the same reason he never worked out, even at peak physical condition he'd never measure up to All Might or any kind of physical enhancement quirk, so in his mind there was no point, he'd only come up short, even if he excelled because he was quirkless. Deku's story isn't one of an underdog succeeding despite his shortcomings, it's the story of someone who never had a chance being given a real chance. and maybe that's not as compelling a story but it makes sense. All Might telling him "You can be a hero" wasn't just his idol acknowledging him, it's the first time anyone ever had anything positive to say about his dream aside from maybe some platitudes because he's a kid.

I think that attitude has changed a bit , while it obviously isn't the majority I know a few japs who are into weight lifting
