How is this even possible, considering all of the different members of the Frieza Force and Galactic patrol? Surely he only means intelligent life. Could there really only be 28 planets in Universe 7 with intelligent life?

The Dragon ball universe is way small. But how much conquering could Freezer do? Like he should already be king of the cosmos, of all four galaxies. There is, like, 7 planets with life in each, apparently.

It especially doesn't make sense because Zeno implies that Beerus is being lax in his duties and not destroying ENOUGH planets. Only 28 planets left and he wants him to destroy more? Makes you wonder why the position of God of Destruction even exists.

Toriyama just isn't good at worldbuilding. He makes things up as he goes along that blatantly contradicts what he already established and with no regard to how much it could potentially limit future stories. Often even when there is no plot-necessary reason to do so at present, Shin never needed to say that there are only 28 planets with life, he could have said that there are thousands, but most of them have low combat strength and they don't have time to go through them all to see if there's any strong fighters he'd missed, boom same narrative result without creating any plot holes.

I think it meant INTELLIGENT like humans, not just sentient.

You can especially tell with Toriyama's obsession with "strongest in the world/universe".

Shin is a lying peice of shit that should be never br taken for granted. Universe 7 has infinite amount of planets/systems that has life. The issue is that shin is a unreliable narrator in canon and he is still a newbie at his job as the God of life.

The problem is that in this scene nobody brings up what you just said, so Toriyama clearly expects us to take what he's saying at face value. If Totiyama wanted us to doubt his statement, the Elder Kai or Whis (who are commonly depicted as wiser and more informed than Shin) would have corrected him and then Beerus would have yelled at him.

Elder kai is not the God of creation anymore and whis will always remain neutral on the matter and will not say a thing. Dragon ball has always been a show not tell series and shin has proven time to time that he is ignorant about being a God of creation and should always not be taken at face value. Later on, there were more planets that did have intelligent life, so it proves that shin is just ignorant and didn't bother looking hard enough when he was looking for fighters. They were also operating on a time constraint before the tournament started, so looking through all of the universes will take more time.

Or maybe he is not going to spoon feed you about every single thing. Shin is a amateur supreme kai and we should never take his statements seriously since he is also canonically shit at his job like beerus is. Elder kai is not going to hold his hand every time and whis is the type that lets others figure out their own mistakes.

I always found it funny how another god would come around after Goku surpassed him. You can tell Beerus is the last one because no matter what he never overcomes him.

Because beerus and the other God of destruction have a canonical rubber band. Even if they get surpassed once, They can be back to being unsurpassed the next day. The reason why whis is still stronger than beerus is that there is a huge gap in their power. Goku is currently trying to get to whis and the other angels level after whis tpld goku that he has virtually no limits in growing stronger.

Why be angry? Its just classic toriyama making things like that. Zeno is not a fighter, but a being that can erase everything and anything with a single thought. The strongest fighter currently is the grand priest, but the strongest being in terms of potency has to be either zeno or zalama(and who ever is the creator)

He is strong, but he is not a fighter like whis said.

Really, my problem with Zeno is more that he is a fucking evil incarnate genocidal monster but the narrative treats him like a funny character who is friends with Goku instead of like an enemy that must be defeated and deposed for the sake of life everywhere.
