No, Ebrietas isn't related to Old Blood or the Beastly Scourge. Early drafts had her take Kos' role, but Kos was changed to be a different character. Ebrietas instead helps the Healing Church Choir to unlock the secrets of the cosmos, and tries to revive Rom after you kill the spider.

The Old Blood comes from Mergo, who is linked to Queen Yharnam. She's the physical source of the Old Blood.

it's a Norse mythological creature. it can do whatever. the 13 years thing was from ymir choosing to give up after 13 years of suffering, a lot of the aspects of the titans come from aspects of her life and feelings.
