But by the end of the middle ages, the cities had achieved a pretty high level of independence compared to the start of the middle ages.
Cities are far more difficult to deal with than peasants. They are better defended, they have an educated elite, they have money, they are relatively numerous, and they are usually reasonably well connected.
When the peasants managed to coordinate (or find themselves on the same side as the citizens), they have a pretty good chance of getting stuff done.
