I've heard some stories about it getting pretty out of hand. Although there are many American shows with bullying and I never saw anything while I was in school, so it could be less common

It's that bad if not worse. To raise the issue of you being bullied is considered selfish and disruptive. There's a reason "please endure it" is a stock phrase in Japanese media, it's because they hate dealing with their own problems let alone helping each other. Only Japan could have given rise to hikkis.

Hell i grew up in a shithole country and people picked on eachother non-stop,but "bullying" was non-existent,but far worse things could happen like when someone got stabbed and beaten up by the supporters of another schools football team when ours won the tournament.
tldr its mostly just put into manga and anime for teen drama purpose,because most jap school life is so boring and uneventfull that you actually risk commiting soodoku from overstundying than from bullying.

This. I lived in a racist neighborhood and had physical health problems as a minority but kids rarely bullied each other and even than it was a rare occurence done in jest like once or twice. The real assholes were the black kids though.

Basically this Japs are huge fucking nerds, so they mistake any kind of laid-back, harmless interaction as some form of aggression.
Koreans also love to make stories about bullying in webcomics. And movies about powerful crime syndicates. As someone who lives in a shitty 3rd world country, I can only see it as them not having real problems (or trying to ignore their real problems), and trying to create some for the sake of the stories.
Yes, and it can be much worse. It's different from bullying seen in western or more individualist cultures. I've suffered bullying in both west and east, and I actually preferred the west even if the chances of it escalating to extreme physical violence were greater because in general it was easier to endure than the constant pressure applied in the east.
