Any real oldfag knows anime had a significant style change around 95 and around 07. Anime from the early 00s looks almost identical (or exactly identical if it was made by the same folks) to anime from the late 90s.
Pic related, this is digital but you can still tell it is mid to late 90s because of the art style.

The cel vs digital opinion comes from kids who grew up with 2010s anime and want to feel like they are special.

The fact you keep saying old and new anime shows how you are just parroting something you heard somewhere else.
Things turn oldschool after 10 years.
Entertain this idea for a moment. Go to any site that has seasonals listed going back decades.
start with 1998 or so, and gradually move towards the 00s.
Tell me if the change you feel is instant or if it is a complete smashing difference.
Most people with your opinion compare trash tier pop shounen to oldschool classics and think the stuff that you saw then is lost art.
By the way, Anime is still drawn on paper and BGs were primarily traditional until the mid 2010s.

The image you are reacting to is digital.
Not to mention, things like seeing grain and paint artifacts proper was not really an option for most viewers until a couple of years back when some of them have been rescanned.

It does not have the exact same style.
These were pretty clearly done with different character sheets.
Not to mention, even if they were done by the same people, with the same character sheets, they would be 2 decades influenced by their newer works, which would inevitably get different looking art.
The specific look that the 2018 ova is what I like to call "cel plus"
Some of the visual aspects in some cel shows are mistakes and pits that were unavoidable, they tweak them up and add things that would make the frame better overall.

Being able to draw good machine shit like that was a skill in itself that animators often had to specialise in it and were hired because of that specialisation. Animating this shit is fucking hard because you need to consider how each part would move, fit, lock at all these angles and be able to draw those extreme details a bunch of times without discrepancies. With the decline of mecha as a whole paired with the recession this type of specialisation pretty much died out since this type of work would be 10000x easier, faster, and cheaper using 3D since you'd only need to make the model once and since the piece are rigid it wouldn't look as bad as other 3d things.

You mean like different episodes from the orignal 90s shows that were done by different animation directors? Or like the movies?
The ovaerall aesthetic is the same. And yet it looks very different because it was done digitally, you trying to pretend that the switch to digital did nothing to anime's feel is foolish

It looks nothing like cel retard. It's just Yu Yu Hakusho done digitally and it looks vastly inferior.
