It takes a lot of willpower for anything produced by WWII military otaku to not be wehraboo, glorify Imperial Japan, or both, even if GuP in particular was specifically conceived to sidestep war issues entirely. It's not so coincidental that schools representing two of the three axis countries were only featured in the OVA and movie after the series became successful either, TOTSUGEKI might not have played so well without having established the tone already.
