Gojou didn't readjust the outfit for the new bust. It's a constricting outfit that doesn't have much give due to the material it's made out of. He had to adjust it so she could have a greater range of motion as well.
It's literally part of the plot.
It's supposed to show that Gojou was still making for dolls, just with a difference in size, and hadn't taken into account the fact that it needs to be worn, be able to breathe, and allow the wearer to move around properly.
