In order for Kazu-Aqua to be a fulfulling ship, you'd have to rewrite the story completely to be a proper shounen story.
Since Konosube is a "comedy isekai", you can't really make Kazuma and Aqua into a proper relationship since their mutual chemistry is too good and if they went romantic their love would inevitably become to serious and screentime consuming in the context of the story's genre.
Megumin is more laid back and a more silly girl so you can just ship Kazuma off to her without any serious writing

Uh I think you misunderstood my post.
I meant if Kazuma and Aqua started dating, having (anime implied) sex, etc.
You just couldn't really keep it as a comedy at that point anymore because Aqua's entrance into Kazuma's life (the whole reincarnation event) was way more fundamental than Megumin's, as in, Aqua actually knows who Kazuya used to be in Japan.
At least that's how I remember the anime
