It's the same fucking character depending of the style used. b and d are backward so it's obviously not the same it's like さ and ち. You can't mix up sa and chi because hiragana is a good alphabet, katakana isn't.

No it's not, シ and ツ in particular are practically always easy to separate (just continue the long stroke through the two short strokes to make し or つ). Only ソ and ン will rarely cause confusion, but context mostly fixes that.
