I think it depends. Form fitting stuff will be better to emphasize natural curves and the context of working out also makes more opportunities for sexy poses. But someone with no ass or not so nice proportions won't be able to bring out the full erotic potential. Under the right circumstances something like a sweater can be sexy. It's all about context. Skimpy stuff just has a lower bar.
