it is not just me, eastern dragons look fine, but western dragons have pecks and abs

user, all living animals have sentience. The word you're looking for is sapient. Sapience is defined by wisdom, which only Humans have in reality. Dragons are sapient in fantasy, rather than simply being sentient. Remember this for future bad complaints, ESL user.

They seem to give them roughly human proportions.

It's not that anime dragons look furry-ish, it's that furry dragons look anime-ish.

Furries and anime almost go hand-in-hand. I have never seen a furry that isn't also an anime fan.

I have only seen one setting where dragons are dumb, and that was only a comedic one.
